Если верить официальной статистике, украинцы становятся трезвенниками. По данным Госстата, в прошлом году производство водки упало на 7,1% (до 12,7 млн. декалитров, сокращенно дал, 1 дал = 10 литрам – Прим.Ред.).
Причем, водочники уходят в минус уже несколько лет кряду. Так, в 2017 году рынок обвалился сразу на 17,6% (до 13,7 млн. дал), в 2016 – на 10,9% (до 16,58 млн. дал), в 2015 – на 13% (до 18,6 млн. дал). Всего за три года производство сорокоградусной сократилось более чем на треть. По винам ситуация немного лучше: в последние три года его производство составляет порядка 6,5-6,7 млн. дал в год, практически не меняясь. Но, по сравнению с 2013 годом, рынок все равно упал на 40%.
При этом простые обывательские наблюдения, подкрепленные цифрами ВОЗ, говорят об обратной тенденции – пить украинцы стали больше.
По данным ВОЗ, в 2016 году среднестатистический украинец выпивал порядка 12 литров алкогольных напитков, а к 2018 году увеличил “дозу” сразу на 45% – до 17,4 литров. Сейчас в алкогольном рейтинге нас опережает только Беларусь (там среднегодовое потребление – 17,5 литра на чел.). В европейский топ-5 попали также Эстония (17,2 литра), Чехия (16,4 литра), Литва (16,3 литра). Россия – на 6 месте с показателем 16,2 литра. А по динамике пристрастия к алкоголю впереди украинцев только датчане – они, по сравнению с 2016 годом, увеличили литраж выпитого почти на 70%.
Заначка на 12 миллиардов
Примечательно, что сами производители алкоголя оценивают показатели отрасли еще ниже, чем Госстат. По данным представителя компании “Баядера групп” Алены Кобозевой, в 2018 году производство водки упало на 9%, до 12,3 млн. дал, а это примерно 252 млн. бутылок по 0,5 л. В январе этого года производство ушло в минус на 12% (до 683,3 дал).
Уменьшились также запасы алкоголя на оптовых складах (чтобы нивелировать рост себестоимости компании часто работают на склад, что впоследствии искажает реальные объемы производства). По итогам 9 месяцев 2018 года на оптовых складах хранилось более 1,8 млн. дал крепкого алкоголя на сумму порядка 2 млрд. грн. и почти 1,5 млн. дал вина на 1 млрд. грн. Для сравнения: в 2017 году эти показатели составляли 2,3 млн. дал и 2 млн. дал соответственно.
При этом дополнительными налогами отрасль не нагружают уже второй год подряд. В прошлом году акцизы на алкоголь не менялись (была увеличена на 12% лишь минимальная розничная цена). Обсуждая изменения к Налоговому кодексу на этот год, власти изначально планировали увеличить акцизный сбор для алкогольных напитков, но затем “передумали”, мотивируя это тем, что он и так с 2014 по 2017 год вырос на 125%.
Алена Кобозева поясняет снижение производства просто – легальные компании не выдерживают конкуренции с “серым” рынком. “Пить украинцы меньше не стали, просто фактор цены для них становится все более весомым. А так как в структуре водочного ценника 50% – это акциз, минимальная стоимость бутылки 0,5 л не может составлять менее 90 грн. Нелегальные производители могут продавать свой товар вдвое дешевле”.
По оценкам профильной ассоциации “Укрводка”, в тени сейчас – половина всего рынка. И ежегодно вотчина нелегалов расширяется, как минимум, на 5-10%. Даже пуская водку в розницу по 50 грн., торговцы могут заработать порядка 12,5 млрд. в год.
Absolut по 60 грн. “Пшеничная” – по 30
Не удивительно, что желающих получить свою долю прибыли становится все больше. Если раньше нелегалы ограничивались разного рода разливайками и выкупали полки в небольших региональных магазинчиках, то сейчас массово разворачивают интернет-торговлю. На запрос “купить водку в Украине” Google выдает более 600 тыс. результатов. Понятно, что далеко не все из них – от “серых” продавцов. Свои интернет-магазины алкоголя имеют как крупные торговые сети, так и онлайн-площадки. Но не менее половины предложений – это продажа либо откровенного фальсификата, либо безакцизного товара.
“Можно встретить, к примеру, водку Finlandia в картонных упаковках, или отечественную водку фасованную в картон по 10 л, хотя продажа крепкого алкоголя у нас разрешена только в стекле, то есть это – откровенный фальсификат”, – говорит Кобозева.
На prom.ua Absolut в трехлитровой картонной упаковке предлагается за 180 грн., то есть, по 60 грн. за литр, а это на треть дешевле, чем самая доступная украинская водка с акцизной маркой в магазине. В специализированных торговых точках литровая бутылка такой же водки стоит 350-450 грн. та же Finlandia на alko-torg продается по 200 грн. за 2-х литровую картонную упаковку. В магазинах цена за бутылку 0,5л – до 250 грн.
10-литровая картонная упаковка “Пшеничной” предлагается за 320 грн. Можно покупать на разлив – по 32 грн./л, что втрое дешевле минимального ценника в магазине.
Широкий ассортимент также оригинальных импортных напитков без акцизных марок и на 20-30% дешевле, чем в магазинах. Он попадает в Украину через многочисленные контрабандые схемы (начиная от ввоза мелкими партиями и заканчивая доставкой целыми фурами).
А вот фальсификат и отечественная водка по бросовым ценам – исключительно отечественный продукт. О спиртовых схемах (продажа неучтенного спирта, производство пищевого спирта под видом технического и прочее) в Украине ходят легенды. На сегодняшний день на “Укрспирте” висит, по данным компании, 1,4 млрд. грн. штрафных санкций и долгов, а также открыто 136 уголовных дел. Все это, как утверждают в “Укрспирте” – злоупотребление прошлого менеджмента.
Впрочем, сами схемы никуда не делись, – утверждают эксперты. Правда, они стали более “шифрованными”: если раньше серый спирт распределялся едва ли не на центральном уровне, то сейчас нужно договариваться на местах.
“Дополнительным источником поставок серой водки стала и неподконтрольная территория Донбасса. Там осталось несколько крупных ликеро-водочных заводов и сейчас они являются едва ли не главным столпом экономики так называемых “ЛДНР”. Кроме того, через эту территорию в Украину заходят партии алкоголя из России”, – говорит экономист Алексей Кущ.
Зарплата – 116 бутылок водки
При этом, по словам главы Ассоциации поставщиков торговых сетей Алексея Дорошенко, даже вполне легальный алкоголь из магазина один из немногих товаров, который остается вполне доступным для рядовых граждан.
“За год алкогольные напитки подорожали в среднем на 8-12% (при этом потребительская инфляция составила 9,8%). Бутылка вина 0,75 л выросла в цене на 4,5 грн. (до 63,3 грн.), водка 0,5 л – на 12% или на 10 грн. (до 91 грн.). Средняя зарплата в Украине, по данным Госстата, выросла на 20% – до 10,6 тыс. грн. То есть, на среднестатистическую зарплату в начале прошлого года можно было купить 149 бутылок вина, а на начало этого года – уже 167 бутылок. По водке – 108 и 116 бутылок соответственно“, – подсчитал Дорошенко.
Правда, в этом году ценники на алкоголь снова перепишут. С нового года “Укрспирт” выставил новые тарифы на спирт, что, по словам Алены Кобозевой, потянет за собой увеличение минимальной розничной цены (МРЦ) на водку примерно до 100 гривен за бутылку 0,5 литра.
Поэтому следующий шаг, по мнению водочников, очередное расширение серого рынка. Тем более, что желающих крепко выпить в Украине меньше не становится. “Чем ниже уровень жизни, тем больше процветает пьянство – это элементарный закон экономики”, – говорит Алексей Кущ.
По мнению экспертов, потребление спиртного в Украине в этом году может вырасти еще на 1 л, то есть, превысит планку в 18 л. Причем, постоянно расширяется аудитория торговцев алкоголем. В Украине, по данным ВОЗ, категорически не употребляют спиртное лишь порядка 13% населения. При этом наша страна занимает первое место по уровню детского алкоголизма – 87% школьников хотя бы раз пили крепкие напитки, а 26% употребляет их по несколько раз в месяц.
